I guess it needs to attract enough members to sustain itself (In science, this is called being spontaneous).

Otherwise, activity will drop because members see the inactivity and no one to talk to, hence causing a domino effect causing the forum to become a ghost town.

That is my reasoning.

I totally agree, if people would stay on, and on the chatbox despite inactivity it would probably increase the activity, and attract people.
